Herndon is a small town with a Silver Line station, a walkable downtown, and a large stock of 1960s and 1970s split-levels. Many homes have no HOA. That makes Herndon one of the simpler places in Fairfax County to run a full exterior and interior rehab without design review delays.
Hard money lenders in Herndon VA fund the split-level update. Buyers are Dulles Tech Corridor workers, data center engineers, and airport employees who want a finished single-family home at a lower price than Reston or Oak Hill.
Herndon market conditions (2026)
The Herndon Metro station opened with the Silver Line extension, putting downtown Herndon one transfer from Tysons and DC. That has pulled buyer interest into older in-town neighborhoods. Unrenovated split-levels still trade at a meaningful discount because conventional buyers struggle to finance major work.

Market thesis: open the split-level, skip the HOA
Split-levels have short stair runs, chopped-up living spaces, and small kitchens. Buyers want the kitchen opened to the living room. On many Herndon split-levels, one wall between kitchen and living room is the main move. Sometimes it is load-bearing and needs a beam.
Because many older Herndon homes have no HOA, you can also replace siding, windows, and roofs on your schedule. That is a real advantage over Reston clusters and Ashburn communities.

Worked example: in-town split-level with beam
Purchase: $528,000 for a 4BR/2BA split-level with original kitchen and aluminum windows. Rehab: $118,000. Scope includes an engineered beam to open the kitchen, new kitchen, two baths, windows, siding repair, and a heat pump. Total cost: $646,000. ARV from three in-town renovated split-levels: $745,000. Loan: 90% LTC is $581,400. 75% of ARV is $558,750. The ARV cap governs, so the loan is $558,750. Cash in: about $87,000 plus closing costs. Carry: about $4,890/month at 10.5% interest-only for six months. Exit: sold at $742,000 in 12 days. Net profit after Virginia recordation and grantor tax, commission, and carry was about $38,000.
The beam required an engineer’s letter and a structural permit. Budget two to three extra weeks for that review.
Herndon diligence and risks
Town versus county. In-town parcels go through Herndon’s zoning and permit process. Outside town limits, Fairfax County applies. The two have different timelines.
Airport noise overlay. Areas nearer Dulles may fall in a noise overlay. Check disclosure requirements and buyer sensitivity.
Structural changes. Removing walls in split-levels often touches load-bearing framing. Get an engineer involved early.
Older mechanicals. Original electric baseboard heat and aluminum branch wiring show up in some homes from this era. Inspect and budget.
The downtown exception: Herndon’s historic district
“No HOA” does not always mean “no review” in Herndon. The town has a Historic District overlay around the downtown core, near Elden Street and the old depot. Most exterior changes there need a Certificate of Appropriateness before work starts.
Common triggers include window, siding, and roof replacement, additions, and new accessory buildings. Town staff decide whether a change is exempt, staff-reviewed, or sent to the Historic District Review Board. Larger changes go to a monthly public hearing. Applications are typically due about 30 days before that hearing.
For a flip, that means a siding and window package on a district home can add four to eight weeks. Check the district map on the Town of Herndon historic preservation page before you promise yourself a fast exterior. Most split-level neighborhoods sit outside the district, but some older homes near downtown do not.
Reading the Dulles noise overlay correctly
Fairfax County maps an Airport Noise Impact Overlay District around Dulles. It covers areas at 65 DNL and louder, a measure of average day-night noise. Inside it, the zoning ordinance ties residential uses to acoustical standards for windows, doors, walls, and roofs. County policy targets indoor noise of about 45 DNL.
The contours follow flight paths, not town lines, so check every parcel on the Dulles side of Herndon. The overlay matters most when you add square footage. An addition inside a noise contour may need upgraded windows and insulation. It can also make some buyers hesitate. Confirm the parcel with town or county zoning staff. Then price any sound-rated windows into the scope.
Split-level scope priorities
| Scope | Cost range | Buyer impact |
|---|---|---|
| Open kitchen with beam | $15K–$30K | High |
| Kitchen replacement | $30K–$50K | High |
| Lower-level bath update | $12K–$20K | Medium |
| Siding and windows | $20K–$40K | Medium, but no HOA delay |
Beam or no beam: run both scopes before you offer
The beam is the biggest decision on a Herndon split-level. It adds cost and a structural review. It also adds value, but only if in-town comps prove it. Price the same house both ways before you set your offer.
The table below uses one house bought at $520,000. The “keep walls” scope refreshes the existing layout. The beam scope adds about $28,000 for engineering, the beam, and a larger kitchen. It also adds a month for structural plan review.
| Line item | Keep walls | Open with beam |
|---|---|---|
| Rehab budget | $70,000 | $98,000 |
| Months to sale | 4 | 5 |
| ARV from in-town comps | $690,000 | $735,000 |
| Loan (lower of 90% LTC or 75% ARV) | $517,500 | $551,250 |
| Cash in before closing costs | $72,500 | $66,750 |
| Interest at 10.5% | $18,113 | $24,117 |
| Lender points at an assumed 2% | $10,350 | $11,025 |
| Selling costs at 6.2% | $42,780 | $45,570 |
| Profit | $28,757 | $36,288 |
| Break-even sale price | $659,342 | $696,313 |
The 6.2% selling cost assumes 5% commission, 1% seller closing costs, and 0.2% in Virginia deed taxes. Those deed taxes are the state grantor tax under Va. Code § 58.1-802 plus the Northern Virginia regional WMATA fee. The profit lines leave out taxes, insurance, and utilities during the hold.
Notice two things. First, the beam scope needs less cash because the higher ARV raises the loan cap. Second, the beam only wins if the comps really show the $45,000 lift. Rerun the beam column at a $715,000 ARV and profit falls to about $18,500. That is worse than keeping the walls.
On this house, the beam breaks even at an ARV lift of about $36,500. The rule for Herndon: pull at least two in-town sales with open layouts and two without. If the proven gap is smaller than your break-even lift, skip the beam. Run your own numbers in the fix and flip calculator.
Herndon buyer profile
Herndon buyers compare your flip to new townhomes in Loudoun County and older homes in Reston. They value a yard, no HOA, and quick access to the Herndon or Innovation Center stations. Market walkability to downtown Herndon and the W&OD Trail.

Frequently asked questions
Does the Town of Herndon issue its own permits?
Yes. Properties inside Town of Herndon limits go through the town for zoning and many permits. Addresses outside town limits with a Herndon mailing address go through Fairfax County. Confirm the parcel first.
Does Dulles Airport noise affect Herndon values?
Some areas near Dulles fall within airport noise overlay zones. These can affect disclosure, construction standards, and buyer perception. Check the parcel’s overlay status before pricing the exit.
What Herndon homes work best for flips?
1960s and 1970s split-levels and ramblers inside town limits. They have simple layouts, reasonable lots, and resell to tech workers near the Herndon Metro station and Dulles Corridor.
How does Herndon compare to Reston for investors?
Herndon usually has lower entry prices and fewer association layers. Many older homes have no HOA at all, which simplifies exterior work compared with Reston clusters.
Do Herndon flips near downtown need historic approval?
Homes inside the Herndon Historic District overlay usually need a Certificate of Appropriateness for exterior changes such as windows, siding, roofs, and additions. Town staff handle smaller changes, and larger ones go to the Historic District Review Board. Interior work does not need this review.
